Los abajo firmantes saludamos respetuosamente su presencia en la reunión del Grupo de La Haya en Bogotá. Para el pueblo colombiano es un honor recibir a quien ha desentrañado la verdad más incómoda y decisiva sobre la situación humanitaria en Gaza: que, a la luz del Derecho Internacional Humanitario, las acciones perpetradas por el Gobierno de Israel constituyen un genocidio contra el pueblo palestino, permitido y apoyado por una estructura global de poder político, económico y militar que se lucra de la limpieza étnica.
Las sanciones impuestas por Estados Unidos contra usted son un acto directo de represalia en respuesta a esa verdad, claramente expuesta en su informe De la economía de la ocupación a la economía del genocidio. Su visión nos interpela directamente. Como señala su informe, Colombia carga con la vergüenza de haber suministrado el 60% del carbón que alimenta este genocidio, en el que los recursos naturales actúan como «incubadoras para crear condiciones de vida calculadas para destruir al pueblo palestino».
El gobierno de Gustavo Petro, que hoy la recibe, tiene una cuota de responsabilidad en ello, pues ha mantenido vigente el Tratado de Libre Comercio con Israel, que podría abandonar legalmente con una simple nota diplomática, y expidió un decreto sobre exportaciones de carbón que, en lugar de imponer una prohibición real, queda en lo meramente simbólico.
Hace menos de un mes, el gobierno de Gustavo Petro firmó un contrato por dos millones de dólares con Elbit Systems, la mayor empresa militar israelí, cuyo papel protagónico en la masacre está documentado hasta la saciedad en su informe. Junto con otras multinacionales militares denunciadas en ese mismo informe, Elbit fue invitada esta misma semana a la feria F-AIR, organizada por el gobierno Petro y encabezada personalmente por el presidente.
Su política exterior ha reforzado nuestra subordinación a Estados Unidos, principal promotor y financiador externo del genocidio perpetrado por Israel. El gobierno de Petro ha reforzado el estatus de Colombia como socio global de la OTAN, se ha sumado a su Coalición del Mar Rojo, ha mantenido tropas en sus operaciones en el Sinaí y se ha comprometido a entregar datos biométricos de «terroristas». Para colmo, nos acerca a quienes sostienen la masacre por omisión, al participar en algunas actividades militares de Marruecos y al establecer una opaca alianza con Emiratos Árabes Unidos
Creemos firmemente que la solidaridad de las naciones y pueblos de todo el mundo con Palestina debe trascender los discursos para convertirse en una acción real, completa y efectiva. Guiados por este principio, seguimos este encuentro con gran expectativa, y confiamos en que sea una ocasión para promover las reflexiones que la gravedad del momento exige.

We, the undersigned, respectfully greet your presence at the meeting of The Hague Group in Bogotá. The Colombian people are honored to welcome the person who has brought to light the most uncomfortable and decisive truth regarding the humanitarian situation in Gaza: according to International Humanitarian Law, the actions perpetrated by the Government of Israel constitute a genocide against the Palestinian people —one that is permitted and supported by a global structure of political, economic, and military power that profits from ethnic cleansing.
The sanctions imposed by the United States against you are a direct act of reprisal in response to that truth, clearly exposed in your report From the Economics of Occupation to the Economics of Genocide. Your vision challenges us directly. As your report points out, Colombia bears the shame of having supplied 60% of the coal that fuels this genocide, in which natural resources act as “the incubator of conditions of life calculated to destroy the Palestinian people.”
The government of Gustavo Petro, which receives you today, bears a share of responsibility in this regard, since it has kept in force the Free Trade Agreement with Israel, which it could legally terminate with nothing more than a diplomatic note, and has issued a decree on coal exports that, rather than imposing a real ban, remains merely symbolic.
Less than a month ago, Gustavo Petro’s government signed a two-million-dollar contract with Elbit Systems —the largest Israeli military company, whose leading role in the massacre is widely documented in your report. Along with other military multinationals denounced in that same report, Elbit was invited this very week to the F-AIR fair, organized by the Petro administration and personally presided over by the President.
His foreign policy has deepened our subordination to the United States, the main sponsor and external financier of the genocide perpetrated by Israel. Petro’s administration has reinforced Colombia’s status as a global partner of NATO, joined its Red Sea Coalition, maintained troops in its operations in the Sinai and committed to handing over biometric data of “terrorists”. To top it off, it brings us closer to those who sustain the massacre by omission, by participating in Morocco’s military activities and establishing an opaque alliance with the United Arab Emirates.
We strongly believe that solidarity of the nations and peoples of the world towards Palestine must transcend speeches to become real, complete and effective action. Guided by this principle, we follow this meeting with great expectation, and we trust that it will be an occasion to promote the reflections that the gravity of the moment demands.
